Is Castiel from Supernatural stronger than Lucifer now?

Since Cas is the new so called God does that mean he is much stronger than Lucifer. And in the last part of the episode he blew up Raphael just like Lucifer did to Cas. And will the Winchesters release Lucifer from Hell to stop Cas cause he is God? I think that would be a good twist to the story line.
