Raphael Catfish acting strange?

I just bought a new raphael catfish and he's quite tiny but today I noticed that he was out and about swimming around the middle and the top of the tank. Now he is quite small so when he hits a current he floats around but I know that this isn't normal behavior because they are nocturnal. What could be wrong with him?
